Umatilla-Morrow ESD
The Umatilla-Morrow ESD serves twelve school districts in Umatilla and Morrow Counties. Those twelve districts are scattered over 5,280 square miles. In addition to the core services provided to its member districts, the ESD also provides extensive services throughout Eastern Oregon through the Intermountain Purchasing Co-op, Intermountain Technology Consortium, the Print Shop, Assessment & Testing, Special Education and various other services.
The ESD has been serving students in Eastern Oregon for more than forty years and maintains its headquarters in Pendleton. Satellite work stations have been developed in Umatilla, Hermiston, Milton-Freewater, La Grande, Baker City, John Day and Vale.

Throughout its long history, the ESD has maintained a focus on meeting the needs of its constituent school districts and the children they serve. One of the mainstays of regional service has been and continues to be Special Education. All of the psychologists, physical therapists, occupational therapists, and speech, language, autism, and vision specialists who work in the local schools are provided by the ESD.

The Instructional Services department, which includes Migrant/ELL program(s), and the Educational Initiatives department are part of a comprehensive ESD plan to enhance and expand services provided to area school districts and patrons to compensate for ever-shrinking educational resources. All work teams within Instructional Services assume the responsibility of providing professional and general staff development specific to their focus areas, in addition to providing assistance with school improvement processes. Service areas are identified as follows: Assessment, Instructional Resources, Resource Procurement, Home Schooling, Secondary Education, Toolkit, a program that provides leadership, resources and coordination of continuing education opportunities to assist newer teachers in finding success during the first stages of their teaching careers and Special Projects.

Regular progress reports keep parents informed. Sylvan students can receive one-on-one teacher to student assistance in areas of reading, writing, and math. Sylvan also offers courses to help students prepare for the ACT and SAT college entrance exams.
