Pendleton has a council-mayor-city manager form of government. An historic old building, previously a junior high school, was beautifully renovated and remodeled to house city hall offices and municipal court. The first floor is occupied by the library.

• Mayor
• Eight Councilors (elected)
• City Manager
• 140 Full-time Employees
• City Budget: $40,483,570
• 2003-2004 Assessed Valuation: $612,350,000

The city operates two fire stations and an ambulance service. Pendleton has a low Class 4 insurance rate. Fire-fighting service is provided beyond the city limits on a contract basis. The city also has a full time professional police department.

Pendleton boasts many well-maintained city parks, including the aquatic center, which beckons residents and visitors alike to take advantage of the water slides, picnic tables, shelters and grills, playgrounds, tennis courts, and wading pools.

The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) has a Board of Trustees, which is the governing body for the Reservation, with nine elected members. The General Council elects the members every two years. The CTUIR provides police and fire protection in addition to programs for natural resources, education, social services, public works, economic development and more.
